Mr. Welton has Bachelor of University Studies and Master of Business Administration degrees from the University of New Mexico. He has been with ARC since January, 2008. His responsibilities in ARC's information technology effort include defining project scope, developing database and Web site architecture, designing Web page layouts, and coding application pages using MySQL database software and the PHP scripting language. He contributes to public school planning projects and is developing a capital reporting application which will provide school administrators, legislators, and taxpayers with general and location-specific information about how the school system is allocating and using its capital funding.

Before joining ARC, Mr. Welton designed and developed Web sites for a range of business applications, providing “end-to-end” development and deployment support. He also held positions as a computer server administrator, a DSL provisioner and a software tech support representative, giving him extensive experience in resolving technical issues.
