Architectural Research Consultants, Incorporated (ARC) prepared a new Facilities Master Plan for Belen Consolidated Schools (BCS). It is 43rd in land mass and has the 16th largest student population. BCS has an enrollment of about 3,900 students.


School sites are comprised of 56 permanent buildings and 21 portable buildings. Administrative facilities include 9 permanent buildings and 9 portables, and several portables in storage. The total inventory consists of 1,032,628 gsf of buildings and 174.15 acres of land.


ARC evaluated the school facilities and sites for physical condition, health/safety issues, code compliance, and programmatic issues. We researched construction costs for the area, created a digital project cost database and identified over about $63 million to bring existing district school and support facilities up to current physical and programmatic standards and address deficiencies.


The plan included capital priorities and capital resource planning. The recommended projects are codified in a computerized database and served as a tool in developing priorities, funding strategies, future capital improvement project programs, and maintenance programs.


ARC compiled and updated a set of facility drawings for the district’s physical plant inventory. The drawings assist the district in facilities management. ARC also created color-coded school facility utilization “maps” to assist the district in facility use planning.
