Eastern New Mexico University-Roswell (ENMU- Roswell) is a two-year branch of Eastern New Mexico University located at the southern tip of the City
of Roswell within the boundaries of the Roswell International Air Center (formerly Walker Air Force Base). The campus encompasses 128 acres with 29 buildings totalling about 480,000 gross square feet.

ARC worked in a team headed by ASA Architects to facilitate a process to develop a Facilities Master Plan strategy to guide capital improvements to 2025.

Planning identified almost $42 million of capital improvement needs based on extensive interviews, surveys and condition assessment of all buildings.

Major factors driving the capital strategy were recent enrollment declines similar to other state and national higher education institutions that provided opportunities to improve facility utilization, and the aging facilities and infrastructure (70% of the campus buildings are more than 30 years old).

Through a series of planning workshops, ENMU– Roswell Planning Committee members identified capital priorities of $22 million with a focus on addressing infrastructure deficiencies and facility renewal. Other longer-range improvements that seek to augment enrollment by widening programmatic offerings and improve the campus identity and appearance will be prioritized as ENMU-Roswell implements the capital plan.
